太平島在南海仲裁案中被裁定為礁，引發南部漁會漁民強烈反彈。媒體報導，屏東縣東港區漁民欲至太平島宣示主權，申請出海時，被「好意提醒」，活魚運搬船不能出港。
黃鴻燕說，政府不會阻擋漁民到太平島宣示主權，只是活魚運搬船是為了讓石斑魚銷中國大陸，兩岸間協商後，中國大陸特別核定可以到對岸指定港口運、卸魚用的船；不是出海作業的漁船，想出海宣示太平島主權的漁民，只要改用漁船，就沒有問題了。1050719
